Within a GBU, the Procurement Product / Bid / Project Specialist is supporting Procurement that are part of a Bid / Project / Product delivery.
In the integrated Team, he/she represents and promotes the Procurement organisation.
He/She is provides the best procurement solution (competitiveness, quality, on time delivery, payment conditions), fullfilling  the customer needs and aligned with Thales Procurement strategy led by the Global Category Managers.To this end, and to introduce supplier innovations to our solutions, he/she will play a key role in the early stages (pre Gate 1 / definition phase) of Bids, Projects and/or Product teams activities.

Key Figures (Revenues (Annual), PNL.) :

  • The turnover of the Bids / Projects or Products he works for is ~30 - 40 m€
  • The amount of procurement for these Bids/ Projects or Products could reach up to 70%.
  • The savings in upstream phase or during the execution, generating with the suppliers, on the costs of the solutions designed are key and KPI to follow by the PPM

Context & Position within Company:

  • Above Water Systems (AWS) is a Business line in the GBU DMS (Defencen Mission Systems). AWS delivers Integrated Platform Managemt Systems,  Ship Information Integration Systems, complete Combat Management Systems, incl. Radars and Effectors. Beside new delivery AWS is also active in modernisation and refurbishment and Shipasset management.
  • AWS is increasing his Footprint to support customers and local markets.
  • Thales Edisoft Portugal will be responsible to deliver to local markets and to (export) legacy markets. In parallel on Engineering and ICCQ activities Thales Edisoft Portugal is becoming a hub for AWS Nederland. The level of procurement activities is expected to increase significantly the next coming years.
  • On top of PPM activities on AWS Business Line, requests from another BL will have to be managed (AMS - Airspace Mobility Solutions), in LAS (Land & Air Systems GBU) as well as Space domain activities (through Azores premises), Cyber activities and Command & Control Solutions for the armed forces
  • On Top of PPM activities (70% of the time), some local procurement activities on Segment side to source suppliers for internal needs (General Expenses mainly) in full alignment with GCM (Global Category Manager) and with the procurement referential of Thales
  • In addition, some procurement reporting will be requested on a monthly basis
  • Missions and responsibilities:
  • The Procurement Product / Bid / Project Specialist’s main mission is to develop and promote Thales procurement competitiveness internally as well as externally (customer, consortia, suppliers, etc...). His main tasks are :
  • To challenge the acquisition needs and requirements and to promote design to cost analysis with the suppliers, during the definition phase of the solution, in order to increase the competitiveness of the solution and to define the acquisition strategy whilst taking into account :
  • The offer available on the market / the accessible innovations or breakthroughs on the market
  • The Make or Buy analysis (both structural and project-oriented)
  • The prime contract requirements, with an appropriate flow down according to the acquisition context
  • The access to Market criteria (KIP, partnership, ToT,…)
  • The Thales Group Procurement policies
  • The acquisition needs within the Bid/ Project / Product, to organize these needs into Procurement work packages
  • The legal and regulatory requirements (export control, environmental rules, social regulations…)
  • To define the resulting acquisition plan, in order to optimize the cost of the Procurementd parts, with the support of the Global Category Managers/Category Managers/Category Buyers of the procurement organization
  • To execute the acquisition plan (in project phase / product development and production phase)  in accordance with the allocated targets (Time, Quality, Total Cost of Ownership, Risks & Opportunities) and update the procurement dashboard
  • To liaise with operational teams and Category Buyers to monitor the execution of the Procurement plan
  • To define and monitor the contractual requirements of the acquisition
  • To comply with the “Manage Acquisition” process as per Chorus 2.0 and use the acquisition tools in place in the organization ( e-Acquisition, ERP,…) for all activities

Main Mission on Category Buyer on General Expenses activities is:

  • Accountable for end-to-end performance of the acquisition multisourcing process, via the management of the RFI &/or RFP's until the PVet 4 stage (up to PVet 5 based on some Regions) in alignment with Manage Acquisition process
  • Expected to lead supplier selection exercises to support business/ internal needs
  • Expected a continuous interaction at Iberia level, in order to optimize the General Expenses
  • He has a strong impact on the definition of the solution in order to increase the competitivness of our solutions.
  • He is the link beetwen the Thales business and  the Global Category Managers/Category Buyers. He has to provide the Global Category Managers/Category Managers/Category Buyers with all the information regarding customers and operationnal needs. He is able to present the innovations of our suppliers in order to influence the design of the solutions. He ensures in coordination with Global Category Manager (GCM) that the Category strategies are known by the stakeholders. Responsible for the close relationship with TBSS (Procurement Shared Services for tactical buying activities and supplier administrative activities) activities and stakeholders.
