About Ofcom

Our work covers everything from phones and broadband, through to TV, radio, the postal service, and wireless devices. We’re also taking on the challenge of making the online world a safer place. And we need people of all backgrounds, skill sets, and experiences to help us achieve our goal of making communications work for everyone.

The Research and Intelligence team is the source of critical information and insight within Ofcom, providing data and analysis on the communications industries. We sit within the Strategy and Research Group and provide first-class analysis and insight of UK communications market developments that serve as the evidence base for Ofcom’s policy and regulatory work. We work collaboratively with other Ofcom teams and with external stakeholders to deliver Ofcom’s objectives. Our work includes leading the delivery of Ofcom’s annual Communications Market Report, Online Nation Report, Media Nations Report and advising on the development and analysis of consumer research surveys, administrative data, operational data, web analytics and other new and innovative data sources.

  • Ofcom collect a lot of data about the markets we regulate. The person in this role will lead on helping colleagues in R&I access tools to explore that data to generate insights.

  • Lead on transforming the way that we publish data alongside our research such that it is more easily accessible and picked up more easily by AI tools.

  • Present analysis in a concise, clear, and easily accessible way using graphs, charts, well-written text, interactive reports and presentations.

  • Engage with project teams to determine their analysis requirements.

  • Conduct project management tasks, including ensuring the timely delivery of work, organising meetings with stakeholders and supporting governance processes at Ofcom.

The skills, knowledge and experience you’ll need for success

  • Experience analysing large, complex and/or unstructured datasets, applying robust quality assurance processes, data validation techniques and reproducible analytical methodologies.

  • Demonstrable experience using statistical methods (e.g. regression analysis, forecasting, hypothesis testing, clustering or predictive modelling) to generate business insights and support decision-making.

  • Practical experience using AI and machine learning tools to explore data, identify patterns and enhance analytical outcomes.

  • Experience using additional analytical and visualisation tools such as Python, SQL, R, Power BI, Azure Databricks or equivalent platforms.

  • Experience designing and delivering dashboards, reports and visualisations that translate complex data into clear, actionable insights for technical and non-technical audiences.

  • Experience working with cloud-based data platforms and large-scale data environments.

  • Strong attention to detail with a proven track record of delivering accurate, high-quality analytical outputs.

  • Demonstrable curiosity, critical thinking and a proactive approach to solving complex business problems through data.

Behavioural attributes

  • Trailblazing Ideas – Demonstrates experience identifying and implementing innovative data, analytical or technology solutions that improve how information is accessed, analysed or presented, with evidence of driving improvements to processes, policies or services.

  • Articulating Ideas – Demonstrates the ability to translate complex data and analytical findings into clear, concise and actionable insights through reports, presentations, dashboards and stakeholder communications for both technical and non-technical audiences.

  • Executing Plans – Demonstrates experience planning and delivering analytical projects, managing competing priorities, engaging stakeholders and ensuring work is completed to agreed timescales, quality standards and business objectives.

What you need to know about the Belfast Tech Scene

If asked to name the birthplace of the RMS Titanic, you might not say Belfast. Similarly, if asked to name Europe's leading destination for foreign direct investment in new software development, Belfast might not come to mind. Yet, both are true. The city has emerged as a tech powerhouse, recently ranked among the best in the U.K. for tech careers — especially for software developers. It also leads the U.K. with the highest percentage of software development jobs advertised.
