Leads Ofcom’s research innovation and data strategy, overseeing statistics, analytics, behavioural research, innovative research methods, and programme management. The role develops responsible data and AI capabilities, improves access to insight, strengthens cross-organisational collaboration, manages senior teams and budgets, and represents Ofcom externally. It requires strategic leadership, advanced data science and research expertise, data ethics knowledge, programme management, change leadership, and the ability to communicate complex analysis to regulatory, policy, commercial, and external stakeholders.

Leads economists, econometricians, and data analysts delivering applied economic, econometric, machine learning, and policy analysis for communications regulation. Responsibilities include directing concurrent projects, evaluating policies, shaping regulatory decisions, communicating findings to stakeholders, producing publications, and mentoring colleagues. The role requires extensive real-world economic analysis experience, strong applied microeconomics and econometrics expertise, analytical software proficiency, and the ability to lead teams and develop innovative quantitative approaches.

Provides senior technical leadership on communications technologies, digital infrastructure, connectivity, security, resilience, competition, and regulatory policy. The role commissions and evaluates technical research, advises senior stakeholders, anticipates technology developments, contributes to technology strategy, and manages a small technical team. Expertise is required across 4G/5G mobile networks, satellite communications, optical and fibre networks, transport technologies, and broadcasting.
