Role Summary
The Senior Technical Architect will provide technical leadership and expertise to the team, helping government officials and the wider team understand the existing technical landscape and assessing the impact of proposed changes on local authority back-office IT systems. Operating at SFIA Level 5, this role requires a technically strong architect capable of working autonomously in a complex, multi-authority IT environment and producing robust, evidence-based technical assessments that directly inform decisions on the new system.
Key Responsibilities
• Assess and document the existing technical architecture, identifying root causes of data quality issues, data loss incidents and system failures
• Engage with local authority IT teams and their back-office system providers to understand existing integrations, data flows and technical dependencies
• Produce clear and structured technical documentation including current-state architecture diagrams, integration maps, data flow diagrams and technical constraints registers
• Assess the technical effort, implementation timescales and cost implications for local authorities to adapt their back-office systems under different future-state scenarios
• Provide technical assurance and advisory input across the discovery, ensuring the evidence base is technically sound and sufficiently detailed for decision-making
• Support the Business Analyst and Service Designer in understanding the technical context of pain points raised by building control authority teams
• Identify and flag technical risks, constraints, dependencies and data standards issues that should inform the design of the new system
• Contribute to the final discovery report, specifically the technical impact assessment and options analysis sections
• Communicate complex technical concepts clearly and accessibly to non-technical policy and programme stakeholders
• Ensure technical recommendations align with the GDS Technology Code of Practice and government security standards
Essential Skills & Experience
• Significant experience as a Technical Architect or Solutions Architect in UK public sector or local government digital delivery
• Strong understanding of digital notification systems, RESTful APIs, data exchange standards and system integration patterns
• Experience assessing the technical impact of system changes across complex, multi-organisation IT landscapes
• Ability to produce high-quality technical architecture documentation and system diagrams using tools such as draw.io, Lucidchart, Archi or equivalent
• Strong written and verbal communication skills, with the ability to explain complex technical concepts to non-technical audiences
• Knowledge of government technology standards including the GDS Technology Code of Practice, NCSC security principles and data standards
• Experience working in Agile multidisciplinary teams alongside designers, researchers and delivery managers
• SFIA Level 5 competencies as defined in the SFIA framework
Desirable Skills & Experience
• Knowledge of local authority IT back-office systems and common providers (e.g. Idox, Arcus Global, DEF Software, Northgate)
• Experience with building control notification systems or related regulatory IT infrastructure
• Familiarity with data quality frameworks, master data management and data governance in public sector contexts
• Cloud architecture experience (AWS, Azure or GCP) and understanding of government cloud hosting standards
