We’re looking for an experienced Product Manager to join Olive Jar Digital on a 6-month fixed-term contract, supporting the delivery and improvement of digital services in the public sector. You will play a key role in ensuring these services meet user needs, support strategic goals, and deliver measurable outcomes.

About the project

You will be working on a set of high-profile public sector digital services that play a key role in supporting national recruitment and training objectives. These services are widely used by both candidates and providers and form part of a larger digital ecosystem that underpins long-term workforce and education goals.

The vision is to ensure that services are user-centred, efficient, and scalable, enabling fair access, smoother processes, and better outcomes for users and stakeholders alike.

Responsibilities

As a Product Manager, you will:

  • Own the vision, roadmap, and delivery of new and existing features for teacher training recruitment services.

  • Work with multidisciplinary Agile teams (design, engineering, data, and policy) to ensure services meet user needs and strategic outcomes.

  • Collaborate across wider programme communities and relevant communities of practice.

  • Manage backlogs, prioritisation, and feature delivery aligned to user needs, business goals, and technical feasibility.

  • Support continuous improvement through user research, feedback loops, and service data insights.

  • Ensure services align with public sector digital standards and best practices, including accessibility, scalability, and sustainability.

  • Document knowledge, artefacts, and information in appropriate repositories, adhering to process requirements.

  • Engage with stakeholders to ensure effective communication, transparency, and buy-in at every stage of delivery.

Themed Goals

Your work will focus on delivering against key service goals, including:

  1. Reducing the number of unsuccessful outcomes for eligible candidates.

  2. Increasing successful reapplications to suitable courses.

  3. Enabling users to self-serve changes.

  4. Monitoring and optimising application processing steps.

  5. Ensuring services remain scalable and sustainable.

What we’re looking for
  • Proven experience as a Product Manager (public sector/GDS environment preferred).

  • Strong track record of delivering complex digital products in Agile environments.

  • Knowledge of GDS service standards and government technology practices.

  • Experience working with multidisciplinary teams including user researchers, designers, developers, and data specialists.

  • Strong stakeholder management skills, with experience of engaging senior stakeholders.

  • Excellent communication, organisation, and prioritisation skills.

  • Familiarity with tools such as Jira, Confluence, Trello, or similar.

  • Certification such as Certified Scrum Product Owner, AgilePM, or equivalent (desirable).

  • Location: Hybrid (remote with occasional on-site in London)

What you need to know about the Belfast Tech Scene

If asked to name the birthplace of the RMS Titanic, you might not say Belfast. Similarly, if asked to name Europe's leading destination for foreign direct investment in new software development, Belfast might not come to mind. Yet, both are true. The city has emerged as a tech powerhouse, recently ranked among the best in the U.K. for tech careers — especially for software developers. It also leads the U.K. with the highest percentage of software development jobs advertised.
