As a Learning Strategy & Effectiveness Lead on the People team in our London office, you’ll play a vital role in shaping how our people grow, lead, and thrive. This is a senior individual contributor role, with a global remit. The role is very much hands on in both the strategy, delivery and facilitation of learning initiatives, with accountability for demonstrating measurable business impact.
You’ll drive a global learning and development agenda that helps individuals unlock their potential, support leadership at all levels, and strengthen Taboola’s performance-first culture. Your credibility will come from your expertise in designing proven, innovative and scalable learning solutions that deliver measurable impact.
Your work will impact every part of the employee experience — from onboarding to career acceleration.
To thrive in this role, you’ll need:- 7+ years of experience in Learning & Development, including 4+ years in a strategic or leadership capacity
- Experience creating and scaling global L&D programmes across multiple regions
- The ability to translate business needs into high-impact learning strategies
Proven ability to operate as a senior individual contributor, building impact through subject matter expertise, hands on execution, rather than through a team of direct reports Proven ability to measure and demonstrate learning effectiveness — linking interventions to business outcomes and ROI
- Experience partnering with senior stakeholders and influencing leadership decisions
- Fluent English, with strong written and verbal communication skills

- Experience leading change initiatives in a fast-paced tech or digital company
- Exposure to DEI-focused learning and leadership enablement programmes
As a Learning Strategy & Effectiveness Lead, you’ll bring value by:
- Understanding the business in order to translate into an impactful L&D roadmap
- Owning and executing the global L&D roadmap, including leadership development, talent growth, and engagement strategies
- Designing, delivering, and facilitating scalable learning programmes aligned with business goals and local needs
- Building and maintaining a central learning resource hub of content to support employee development at all stages of their careers
- Strengthening company culture through values-based learning and development initiatives
- Partnering with HRBPs and business leaders to work collaboratively in driving adoption and impact of L&D programmes
- Managing external providers, tracking budgets, and ensuring smooth, on-time programme delivery while measuring and reporting business benefit/ROI
