Block is one company built from many blocks, all united by the same purpose of economic empowerment. The blocks that form our foundational teams - People, Finance, Counsel, Hardware, Information Security, Platform Infrastructure Engineering, and more - provide support and guidance at the corporate level. They work across business groups and around the globe, spanning time zones and disciplines to develop inclusive People policies, forecast finances, give legal counsel, safeguard systems, nurture new initiatives, and more. Every challenge creates possibilities, and we need different perspectives to see them all. Bring yours to Block.
The Role
Block is seeking a Compliance Technology Oversight Lead to ensure our Machine Learning and Heuristic detection models are fit for purpose. You will partner with Engineering to provide end-to-end oversight and effective challenge throughout the model development lifecycle. You will design a framework and partner with Engineering to build controls to provide real-time, ongoing monitoring of the Detection Models.
You Will
  • Provide E2E technical oversight for all compliance detection and AI resolution models, so they align with regulatory expectations.
  • Partner with cross-functional teams (Engineering, ML, and Analytics) to build defensible solutions for Transaction Monitoring, Customer Risk Scoring and Sanctions Screening.
  • Provide Effective Challenge during model development
  • Ensure that documentation is created in line with regulatory expectations, and is always ready for review by third parties, and aligns with guidance such as OCC 2011-12 and SR 11-7.
  • Oversee the design and development of real-time dashboards to monitor model health - including input data monitoring and ongoing model performance.
  • Establish standards around threshold tuning, and on-going Below The Line (BTL) testing controls.
  • Establish frameworks and triggers to determine when the performance of a model may be degrading and requires tuning or deprecation. Oversee subsequent tuning exercises and ensure any changes are in-line with risk appetite and documented in a defensible manner
  • Serve as Lead Incident Manager for critical incidents. Quantify the materiality of the incident and partner with Engineering to identify root causes.
  • Brief management with concise, data-driven updates. Create documents that can be shared with third parties.
  • Lead cross functionally to drive incidents to resolution.

You Have
  • 10+ years of experience in compliance technology at Regulated Financial Institutions, or as a consultant working for FI's.
  • Experience with both Machine Learning and Heuristic models across Transaction Monitoring, Sanctions Screening and Customer Risk Scoring Models
  • Experience in conducting Threshold Tuning and Initialization exercises
  • Input Data Quality Monitoring
  • Model Performance Monitoring
  • AML Model Validations, in line with SR 11-7 and OCC 2011-12
  • Experience in responding to Exams and working with Regulators
  • Proven track record of driving cross-functional initiatives
  • Deep understanding of regulated financial services and corresponding compliance obligations
  • Familiarity with statistical concepts related to machine learning
  • Expertise in data analytics and visualization
  • Experience with agile development methodologies

What you need to know about the Belfast Tech Scene

If asked to name the birthplace of the RMS Titanic, you might not say Belfast. Similarly, if asked to name Europe's leading destination for foreign direct investment in new software development, Belfast might not come to mind. Yet, both are true. The city has emerged as a tech powerhouse, recently ranked among the best in the U.K. for tech careers — especially for software developers. It also leads the U.K. with the highest percentage of software development jobs advertised.
